Conditions / Refusal Reasons
The site is situated outside of the built area of the village. By virtue of its location, size, scale and form the development would urbanise the appearance of the site and fail to respect the local context or enhance its character. The replacement dwelling would be situated on a prominent site which can be viewed from public vantage points, including the river Thames and the Thames Path, and would detract from the currently open and informal appearance of the site and wider character of the area.
The development therefore fails to accord with policies STRAT1, ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, policies NP7 and NP27 of the Benson Neighbourhood Plan and the NPPF.
The application site is located within Flood Zone 2 and 3. Insufficient information accompanies the application to demonstrate that the development would not impede the flow of flood water, increase the risk of flooding elsewhere and to the resident population in an area liable to flood contrary to Policy EP4 of the South Oxford Local Plan 2035.
That, insufficient information accompanies the application to demonstrate that the development does not have an adverse impact on protected species contrary to Policy ENV2 of the South Oxfordshire Local Plan 2035 and Policy NP23 of the Benson Neighbourhood Plan.
