The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC 001, BLO 001, W1960-03, W1960-42B, W1960-04, W1960-43B, W1960-01, W1960-40, W1960-02, W1960-41, W1960-05 and W1960-44C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

Prior to commencement of any work on site, a mitigation strategy/scheme for great crested newt will be submitted to and approved in writing by the Local Planning Authority. This will contain details of Reasonable Avoidance Measures to be used by contractors, including: Appointment of an Ecological Clerk of Works, who will give a toolbox talk to all contractors at the outset of works; Rules for siting and storage methods of building materials and site waste to minimise risks of GCN using them as temporary refugia (such as use of pallets for materials storage, avoidance of storage on grass and vegetated garden areas, and prompt removal of waste) Procedure to be followed if a newt is discovered during works. Reason: to minimise the risk of killing and injuring dispersing great crested newts during the work, in line with the Conservation of Habitats and Species regulations (2017) and Policy ENV2 of the South Oxfordshire Local Plan 2035

Construction of the development hereby approved shall not commence until details of the location of the proposed subterranean drainage and services have been submitted to and approved in writing by the local planning authority. Thereafter the development shall be completed in accordance with the approved details. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies ENV6, ENV8, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

That following the erection of the development hereby approved no additional external lighting shall be installed on the dwelling other than in accordance with details which have first been submitted to and approved in writing by the Local Planning Authority. Details shall include location of the external lights and product specification. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
