Insufficient access information has been provided in support of the application. Sufficient visibility splays at the site's vehicle exit are unlikely to be achieved given the access to the car wash is indicated to be through the existing on-street parking bays located on Broadway. The vehicles parked on the on-street bays will likely constrain and obstruct the vehicle access and visibility for vehicles egressing the site. This is likely to increase the risk to highway safety and to other users of the highway within the vicinity. Furthermore, no details have been supplied in relation to the adjacent car sales in terms of access and vehicle delivery details within the vicinity of a proposed new access which is likely to further impact upon highway safety. In view of the above and given the limited information provided the development is contrary to policy TRANS5 of the South Oxfordshire Local Plan 2035 and paragraphs 110 to 112 of the NPPF.
