The proposed development seeks to change of use of agricultural land to commercial to facilitate the construction of a new building in a very prominent location in an area classified as an Area of Outstanding Natural Beauty (AONB). The council have a duty to conserve and enhance the landscape and scenic beauty of such areas. The loss of agricultural land and the proposed building would have a significant negative impact on the character of the rural area, the surrounding landscape and the setting of the AONB. The development therefore fails to accord with policies ENV1 and EMP10 of the South Oxfordshire Local Plan 2035, and policy EP2 of the Ewelme Neighbourhood Plan.

Insufficient information has been provided in support of the application. It is unclear whether the development would displace vehicles currently waiting to be serviced or completed onto the adopted highway. The development is therefore likely to result in indiscriminate and obstructive parking which will harm highway safety and other users of the highway within the vicinity. In view of the above and given the limited information provided the development is contrary to policy TRANS5 of the South Oxfordshire Local Plan 2035 and paragraphs 110 to 112 of the NPPF.
