The development to which this permission relates must be begun not later than 1 December 2023.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The development hereby approved shall be built using the materials included in the External Materials Schedule submitted by MTY Architects dated May 2023 which were approved under planning ref P23/S22256/DIS
Reason: To protect the character and appearance of the area in accordance with policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
All planting, seeding or turfing comprised in the approved details of landscaping shown on plan PLEE-PL-100B shall be carried out in the first planting and seeding seasons following the occupation of the building or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The landscaping scheme as shown on the plan PLEE PL 100B approved under planning ref P23/S2256/DIS shall be implemented prior to the first occupation or use of the approved development. and thereafter be maintained in accordance with the approved scheme.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
No site clearance, preparatory work or development shall take place until the scheme for the protection of the retained trees (the tree protection plan) and the appropriate working methods (the arboricultural method statement) as approved under ref P23/S2256/DIS shall have been implemented. The approved scheme for the protection of the retained trees shall becarried out as approved during the construction of the building.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
Prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation submitted with application P23/S2256/DIS and titled Archaeological Evaluation and Mitigation Overall . The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork.
Reason To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with the NPPF (2021) and in accordance with Policy ENV9 South Oxfordshire Local Plan 2035.
The proposed means of access onto Benson Lane shall be formed, laid out and constructed strictly in accordance with details shown on Site Plan PLEE PL 100B which were approved under planning ref P23/S2256/DIS.
Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
No occupation of the development hereby permitted shall take place until the hard surfaced areas shown on the approved layout plan, and all surface water drainage works have been laid out, constructed and completed in accordance the details submitted and approved under planning ref P23/S2256/DIS.
Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the building hereby approved cycle Storage as shown on plan plan PLEE PL 101B and approved under planning ref P23/S2256/DIS shall be installed and thereafter retained.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The development hereby permitted shall be implemented in accordance with the recommendations of Biodiversity Mitigation and Enhancement Scheme by Windrush Ecology dated June 2023 submitted with the application in all respects. All ecological mitigation and enhancement features shall be delivered on site prior to first use and retained as such thereafter. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
Reason: To protect the important species on the site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
The vision splays shown on the approved plan PLEE-PL-100B shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.6m metres as measured from carriageway level.

There shall be no external storage of construction /building materials, equipment and machinery on the site.
