The site lies within the Oxford Green Belt, where there is a general presumption against new development in order to conserve the special and historic character of the city and to preserve the countryside outside it. The ancillary dwelling / outbuilding creates a disproportionate addition over and above the size of the original dwelling. The building has a greater impact on the openness of the Green Belt than the existing development. The proposed development would therefore constitute inappropriate development in the Green Belt and there are no special circumstances that would outweigh the harm by reason on inappropriateness. As such the development is contrary to paragraph 147 of the NPPF and policy STRAT6 of the South Oxfordshire Local Plan 2035.

The design and appearance of the ancillary dwelling / outbuilding fails to accord with the rural character and appearance of the existing dwelling and the surrounding rural area. The site is open and exposed to the east. The building is large, and the light-coloured cladding does not appear like a typical residential outbuilding and has an intrusive impact. The ancillary dwelling / outbuilding therefore fails to accord with policies DES1, DES2 and ENV1 of the SOLP, and advice contained within Section 5 of the South Oxfordshire and Vale of White Horse Joint Design Guide 2022.
