The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved and specifically in the colour specified in the cover letter dated 16th June 2023 or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The landscaping scheme as shown on the approved plan HTS-TPP-01B and Paragraph 16.0 of the Full Arboricultural Method Statement - V2 dated August 2023 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The tree protection details as shown on the approved plan HTS-TPP-01B and Paragraph 16.0 of the Full Arboricultural Method Statement - V2 dated August 2023 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the development hereby permitted, a biodiversity gain plan (BGP) shall be submitted to and approved in writing by the local planning authority. The BGP shall demonstrate that the proposal can deliver a net gain for biodiversity through a scheme of habitat creation and enhancement measures. The BGP shall include:
a. Details of habitat creation or enhancements to be provided on land within the ownership of the applicant, including suitably detailed drawings and cross sections as required;
b. Details of species enhancements including relevant scale plans and drawings showing the location, elevation and type of features such as bat and bird boxes etc. as appropriate;
c. Method statement for the establishment and immediate aftercare of created or enhanced habitats, including a timetable for implementation;
d. Sources of habitat materials (e.g. plant stock) or species individuals;
e. Ongoing work schedule for the long term (minimum 30 years) maintenance of created or enhanced habitats. Management actions must seek to achieve key habitat condition criteria for the target ;
f. Extent and location of proposed works;
g. Monitoring and remediation provisions of the BGP;
h. Full details of a biodiversity metric assessment (most recent published by Defra), using the pre-development baseline established in the supporting Preliminary Ecological Appraisal (Arbtech, 13/09/2023) to demonstrate that the proposal can deliver a biodiversity net gain. All entries into the metric shall be explained and justified against the relevant habitat condition criteria.
Thereafter, the BGP shall be implemented as approved and habitats maintained for a minimum of 30 years after the completion of establishing works.
Reason: To secure compliance with Policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF.
