The proposed shingle surfacing, by virtue of its siting and appearance would erode the rural and verdant character of this area, particularly when it is understood as part of the green frontage to The Manor House and in a rural part of the conservation area. The proposal would change the appearance of this area to a more functional and operational one which is in contrast to the character of the listed building and its relationship to its wider site. In particular, ancillary structures and access to them is otherwise kept much closer to the main building and set off the driveway. As such, the proposal would result in less than substantial harm to the significance of the designated heritage assets and there would be no public benefits to outweigh that harm, contrary to Policies ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035 and advice at Paragraph 202 of the NPPF.

The arboricultural information submitted with this application refers to a previous application and is not relevant to this application. The application therefore fails to demonstrate that the proposal could be implemented without having an adverse impact on the adjacent trees. As such, the proposal fails to demonstrate compliance with Policy ENV1 of the South Oxfordshire Local Plan 2035 and BS 5837:2012.
