The proposal constitutes inappropriate development in the Oxford Green Belt. The proposed outbuilding would not meet the criteria for acceptable forms of new buildings in the Green Belt set out in paragraph 149 of the NPPF with the development positioned on the edge of the built up limits of Cuddesdon with open countryside located to the south and east. No special circumstances have been demonstrated to outweigh the harm by reason of inappropriateness. The proposal is therefore contrary to polices H20 and STRAT6 of the South Oxfordshire Local Plan 2035 and paragraphs 147 and 149 of the NPPF.
