Due to the location of the site, the proposed development does not represent appropriate infill housing having regard to Policy H1 and H16 of the adopted South Oxfordshire Local Plan, and the proposal would detract from the open and spacious character and appearance of the site and its surroundings and would fail to conserve or enhance the landscape character and qualities of the Chilterns AONB. The adverse impacts of the development would significantly and demonstrably outweigh its benefit. The proposal is contrary to policies STRAT1, H1, H16 and ENV1 of the South Oxfordshire Local Plan 2035 and Government Guidance in the National Planning Policy Framework.
