The proposed development would introduce significant built form and industrial floorspace onto a parcel of land previously devoid of buildings, thereby expanding the built-up area of this commercial site towards the adjacent Chilterns AONB countryside. The accessibility of the development is poor and future occupiers/customers would be highly dependent on the private motor car to access the site along with movements linked to the business use. The site has no pedestrian or cycle infrastructure provided to connect it to nearby settlements and there are limited local facilities within the vicinity. The proposal appears to be speculative, rather than being designed to facilitate expansion of an existing occupier. As such, the proposed development would conflict with the aims and objectives of Policies STRAT1, EMP10, DES2, ENV1 and TRANS2 of the South Oxfordshire Local Plan 2035 and advice at Paragraphs 84 and 85 of the NPPF.
