Given the design, size and scale of the proposed rear dormer window the proposal would form a discordant feature on the dwelling. The proposed dormer would represent a visually incongruous and inappropriate form of development, at odds with the traditional architectural form of the dwelling. As such, the proposed development would fail to make a positive contribution to the special interest, character or appearance of the Conservation Area and is therefore, contrary to Policies DES1, DES2, ENV6 and ENV8 the South Oxfordshire Local Plan 2035, Policy SD3 of the Joint Henley and Harpsden Neighbourhood Plan 2022 and technical guidance set out in the Joint South Oxfordshire and Vale of White Horse Design Guide 2022.
