That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO-001, 1999-10A, 1999-4B, 1999-9A, 1999-7B, 1999-6A, 1999-1, 1999-2B-1, LOC-001, 1999-12B and 1999-11B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The upper-storey windows to the side elevations shall be obscured to level 3 obscurity where below 1.7m from finished floor level, as indicated on the approved plans (1999.12.B and 1999.11.B). The measures shall be fully applied within 2 months of the date of this permission and the windows shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

The first floor windows at the north-west side elevation shown on the approved plan (1999.12.B) shall be fitted with restrictors permanently restricting the opening size to a maximum of 100mm, measured from the windows in their closed position. These measures shall be fully applied within 2 months of the date of this permission and the windows shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
