Charles Road is characterised by small chalet style bungalows. The proposed two storey hipped roof dwellings are too large, would represent overdevelopment and would be out of keeping with the established character of the area.
The proposed development would fail to maintain the general character and appearance of the area and would be contrary to policies DES1, DES2 of the South Oxfordshire Local Plan 2035, and policies CNPH2 and CNPH3 of the Cholsey Neighbourhood Plan 2022.
The applicant has failed to provide an energy statement and SAP calculations to demonstrate that the development would achieve at least a 9% reduction in carbon emissions compared with 2022 Building Regulations compliant base case An energy statement is required to ensure developments use less energy and assess the opportunities for using renewable energy technologies.
The proposed development therefore fails to accord with policy DES10 of the South Oxfordshire Local Plan 2035, and policy CNP1 of the Cholsey Neighbourhood Plan 2022.
