In the opinion of the Local Planning Authority, the proposed dwelling would not be provided with safe and suitable access and therefore the proposal would have adverse highway and traffic impacts. The proposal therefore fails to comply with condition (1)(a) of Paragraph Q.2 of Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 and with the provisions of the NPPF.
The proposed one bed dwellings would not be permitted development. Paragraph 3 of the GPDO at 3.-(9A)(b) does not grant permission for, or authorise any development of, any new dwellinghouse that does not comply with the nationally described space standard issued by the Department for Communities and Local Government on 27th March 2015.
The proposed one bedroomed dwellings have a floor space of 49.6 square metres. This falls short of the nationally described space standards for a 2 person one bedroomed property which should have a minimum internal floor area of 51.5 square metres.
