Conditions / Refusal Reasons
That, having regard to the size, bulk and design of the proposed roof alterations and the relationship to the roof forms of both the original and surrounding buildings, the proposal represents a poor form of design that is out of keeping with the character of the existing building and the prevailing character of the surrounding area which lies within the Chilterns Area of Outstanding Natural Beauty (AONB). It is acknowledged that the roof alterations will have limited visibility from public vantage points however, the proposal does not meet the high test to conserve and enhance the landscape and scenic beauty of the AONB required by Policy ENV1 of the South Oxfordshire Local Plan and paragraph 176 of the NPPF. In addition, the proposal is contrary to Policies DES1, DES2 and H20 of the adopted South Oxfordshire Local Plan 2035, Policies 11 and 16 of the Goring Neighbourhood Plan and the advice in the Joint Design Guide.
