The application fails to justify the need for the proposed development in connection with the functional requirements of the agricultural enterprise, and in the absence of this the proposed development also fails to justify the materially greater increase in volume compared to the existing dwelling on site. As such the proposed development fails to adhere to the guidance set out in the National Planning Policy Framework and Policy H18 and Policy H19 of the South Oxfordshire Local Plan 2035.
The proposed development, by reason its increased height and massing, would result in a significant increase in the visual impact of built form on site which would be contrary to the intrinsic and rural character and appearance of the area and harmful to the landscape setting of Sonning Common village. The proposal would fail to conserve or enhance the landscape and scenic beauty of this part of the Chilterns Area of Outstanding Natural Beauty. As such the proposed development fails to adhere to the guidance set out in the National Planning Policy Framework and Policy ENV1, Policy DES1 and Policy DES2 of the South Oxfordshire Local Plan 2035.
This application fails to demonstrate how the proposed development would protect trees on site which are important features which contribute positively to the landscape. As such the proposed development fails to adhere to Policy ENV1 of the South Oxfordshire Local Plan 2035.
No information has been submitted to demonstrate whether the proposed development would not harm any priority habitats or protected species. Neither does the application demonstrate that the development would result in no net loss of biodiversity on site. As such the proposed development fails to adhere to Policy ENV2 and Policy ENV3 of the South Oxfordshire Local Plan 2035.
