The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Prior to the construction of the development hereby approved above slab level, details of the specification of glass coating to be applied to the external glazing of openings of the building, shall be submitted to and approved in writing by the Local Planning Authority, and thereafter the glazing shall be implemented and retained in perpetuity in accordance with the approved details.
Reason: To minimise visible light transmittance and prevent illumination and light spill for the protection of the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies STRAT1, ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
Prior to first occupation of the development hereby approved, an internal lighting mitigation strategy shall be submitted and approved in writing by the local planning authority. The strategy should be consistent with the outline details provided in the submitted 21.938 Design Considerations (Additional Planning Document) plan by Spratley and Partners received 24 March 2023. Thereafter, the approved lighting mitigation strategy shall be implemented in accordance with the approved details and retained as such thereafter for the lifetime of the development.
Reasons: To secure a reduction in light spill from existing site conditions and protect the adjacent ancient woodland in accordance with policies ENV1 and ENV2 of the SOLP and paragraph 180c of the NPPF.
No external lighting shall be installed on the site other than in accordance with details, which have first been submitted to and approved in writing by the Local Planning Authority. Details shall include location of the external lights, product specification, lux levels and any times of operation.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies STRAT1, ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
Prior to the construction of the development hereby approved above slab level, full details of the proposed location, specification, orientation and position of the bat boxes as proposed in Section 5 of the submitted Bat Survey Report HDA ref: 1041.2m, shall be submitted to and approved in writing by the Local Planning Authority, and thereafter the bat boxes shall be delivered on site prior to first use and retained as such thereafter. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
Reason: To ensure biodiversity net gain is delivered on site and to protect the important species on the site, in accordance with Policies STRAT1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
The development hereby permitted shall be implemented in accordance with the recommendations of section 5 of the submitted Bat Survey Report HDA ref: 1041.2 submitted with the application in all respects. All ecological mitigation and enhancement features shall be delivered on site prior to first use and retained as such thereafter. Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
Reason: To protect the important species on the site, in accordance with Policies STRAT1, ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
The tree protection details as identified within the Arboricultural Method Statement and Tree Protection Plan produced by Sylva Consultancy (Dated January 2023) shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies STRAT1, ENV1, ENV6, ENV7, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
