The site lies within the Oxford green belt where there is a presumption against inappropriate development. The erection of a detached garage is inappropriate development because it is not included in the list of exemptions set out in paragraph 149 of the National Planning Policy Framework. No very special circumstances exist to outweigh the harm to the openness of the green belt. As such, the proposed garage is contrary to policy STRAT6 of the adopted South Oxfordshire Local Plan 2035 and to advice within the National Planning Policy Framework
Policy ENV3 of the South Oxfordshire Local Plan seeks to ensure that all development provides a net gain in biodiversity where possible. As a minimum, there should be no net loss of biodiversity. All proposals should be supported by evidence to demonstrate a biodiversity net gain. No information in relation to biodiversity has been submitted with this application. As such, the proposal is contrary to policy ENV3 of the adopted South Oxfordshire Local Plan 2035.

It is likely that trees growing within and adjacent to this site could be affected by the proposed development impacting on the character of the area. As such the proposal is contrary to policies ENV1, DES1,and DES2 of the adopted South Oxfordshire Local Plan 2035, advice within the Joint South and Vale Design Guide and to British Standard BS 5837 2012 Trees in relation to design, demolition and construction.
