Unless otherwise agreed in writing by the local planning authority, this permission shall expire on 1st December 2023. All temporary structures and associated materials shall be removed from the land and the land shall be restored to its previous condition by the expiry date. Reason: In view of the temporary nature of the development and in accordance with Policies DES1, DES2, ENV1, ENV2, ENV6, ENV8, ENV12, EP4 and TRANS5 of the South Oxfordshire Local Plan 2035. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 23001-01 Rev A, A.002 and A.001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The use shall be implemented in accordance with the schedules and hours of operation set out in the supporting statement (Planit Consulting, December 2022). Reason: In order to manage the impacts upon neighbouring amenity, highway safety, the natural environment and the historic character of the area in accordance with Policies DES1, DES2, ENV1, ENV2, ENV6, ENV8, ENV12, EP4 and TRANS5 of the South Oxfordshire Local Plan 2035.

The proposal shall be implemented strictly in accordance with the measures specified with the supporting transport statement (Vision Transport Planning, ref: 23002SO, 31st January 2023) in all respects. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The vision splays shown on the approved plans, 23001-01 Rev A and 23002-02, shall not be obstructed by any object, structure, planting or other material with a height exceeding or growing above 0.9 metres as measured from carriageway level. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Wheel washing facilities shall be established at the field access as specified in the application submission and as shown on plan 23001-01- Rev A. The facilities shall be provided at the commencement, and for the full duration, of the approved temporary use. Reason: To prevent the tracking out of materials onto the highway in the interests of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

With the exception of any cutting back required to provide the approved vision splays, the hedgerow at the front of the site shall be retained. In the event of any sections dying or being seriously damaged or destroyed as a result of the development, replacement planting shall be undertaken within the next planting season. Reason: To safeguard hedges which are visually and ecologically important in accordance with Policies ENV1,ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to its installation. The scheme shall be designed to minimise obtrusive light spill and accord with the principles outlined in ILP Guidance Note 08/18 (bats and artificial lighting). Details shall include: a) Details of all the equipment uses, specific lamps, luminaries and columns with images. b) For each luminaire a full technical specification (e.g. wattage, colour rating) c) Isolux diagrams overlaid over the site and adjacent areas d) Details of lighting operation hours e) Mechanism of control (switch, PIR sensor, etc.) Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers from light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
