The proposed replacement dwelling would be of considerably greater scale, height and prominence than the existing house, or other dwellings in the locality which lie within the North Wessex Downs Area of Outstanding Natural Beauty (AONB). The proposals would result in adverse impacts on the character of the site and the AONB and on local views, and would be contrary to policies ENV1, DES1, DES2 and H18 of the adopted South Oxfordshire Local Plan 2035 and to guidance set out in the North Wessex Downs AONB Position Statement on Housing. In addition, the proposal does not meet the high test to conserve and enhance the landscape and scenic beauty of the AONB required by paragraph 176 of the NPPF.
Insufficient information has been submitted to demonstrate that the proposed replacement dwelling, in its amended form, can meet the requirements of policy DES10 of the adopted Local Plan. As such, the proposal is contrary to policy DES10 of the South Oxfordshire Local Plan 2035.
