Reason: To secure the proper planning of the area in accordance with Development Plan policies.
No development above slab level shall take place until a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the construction of Apartment Blocks 1 and 2, details of the sheltering to be provided for the visitor cycle parking facilities serving Apartment Block 1 and Apartment Block 2 shall be submitted to and approved in writing by the Local Planning Authority. The cycle parking shall be implemented prior to occupation of the apartment blocks and thereafter retained in accordance with the approved details.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Notwithstanding the details shown on Softworks Plan 8 of 8 DR-0009 S4 P8, an amended Softworks Plan to show planting along the south-eastern facing elevation of the cycle storage building serving Apartment Block 2 shall be submitted to and approved in writing by the Local Planning Authority, prior to the construction of Apartment Block 2. The approved planting shall be implemented in accordance with the approved plans before or within the first planting season following implementation of the cycle storage building.
Reason: To soften the appearance of this prominent building in the street scene and to help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
No dwelling shall be occupied until the adjacent spine road (approved through P17/S3859/RM) has been fully constructed to enable access by all modes, (vehicular, pedestrian and cycle) to/from the site and to adjacent amenities, including public transport.
Reason: To ensure an appropriate means of access to/from the site and in the interests of highway safety, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Notwithstanding the details shown in the submitted LMMP 3090-5-4-LM-T1-S4-P2, a drawing to show the inclusion of bird and bat boxes provided at a rate of 1 feature per 2 new structures, ideally integrated into the dwellings, along with details of appropriate management prescriptions shall be submitted to and approved in writing by the Local Planning Authority prior to the construction of development above slab level. The additional bird and bat boxes shall be implemented in accordance with the approved details.
Reason: To ensure appropriate provision is made for ecological enhancements for habitats and species and the creation of a diversity of habitats to encourage local wildlife in the long term as part of the LEMP, in accordance with the approved Landscape and Ecology Management Strategy for the site and Policy ENV3: Biodiversity of the South Oxfordshire Local Plan 2035.
Details of all plot drainage shall be provided to the Local Planning Authority for approval in writing prior to first occupation. No dwelling shall be occupied until the drainage infrastructure required to drain surface and foul water from that dwelling has been installed in accordance with the approved details.
Reason: To ensure that the application is accompanied by a complete set of private drainage layout plans, in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.
