The application site lies within the countryside and forms part of the Chilterns Area of Outstanding Natural Beauty (AONB). The proposed building, due to its size, scale, massing and height would be visually prominent within the site and would detract from the verdant rural character of the site and its surroundings, failing to conserve the landscape qualities of the Chilterns AONB. Furthermore, the functional need for the proposed building has not been fully demonstrated. As such the proposal fails to accord with Policies STRAT1, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
