The application does not demonstrate that the proposed new access off Waterperry Road and the pedestrian and cycleway route and access to the west adjacent to the A40 and to Holloway Road are safe and suitable for highway users. The proposed development is not in accordance with policies TRANS4 and TRANS5 of the South Oxfordshire Local Plan 2035, and the National Planning Policy Framework.
The proposed development fails to demonstrate that access arrangements will provide safe and suitable access to the site for all users and modes of transport. There is uncertainty over the design and deliverability of both the footway/cycleway to the west and of bus access into the site. Without these modes of transport suitably facilitated, the occupants of the site will be reliant on the private car for access to services and facilities. The proposed development therefore does not represent sustainable development and is contrary to policies STRAT14, DES1, TRANS2, TRANS4 and TRANS5 of the South Oxfordshire Local Plan 2035 and policies H1 and SPOBU-WHE25 of the Wheatley Neighbourhood Plan Review, the National Planning Policy Framework and the Oxfordshire Local Transport and Connectivity Plan 2022-2050.
The highways impact assessment has not been undertaken in accordance with OCC's adopted 'Implementing 'Decide & Provide': Requirements for Transport Assessments (September 2022) and therefore the highway impacts resulting from this development cannot be fully assessed. As such the proposed highway mitigation may fail to deliver appropriate off site infrastructure that mitigates the highway impacts of the proposal. The proposed development is not in accordance with policies INF1, TRANS4 and TRANS5 of the South Oxfordshire Local Plan 2035, the National Planning Policy Framework and the Oxfordshire Local Transport and Connectivity Plan 2022-2050.
The proposed development does not include a feasible drainage strategy. The proposal is therefore not in accordance with policies EP4 and DES1 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
In the absence of a completed Section 106 legal agreement, the proposed development fails to secure affordable housing to meet the needs of the district. As such, the proposal is contrary to policies H9 and H11 of the South Oxfordshire Local Plan 2035.
