That having regard to the property falling within the Oxford Green Belt, where there is a general presumption against inappropriate development which is, by definition harmful to the openness of the green belt unless there are very special circumstances which outweigh the harm, the proposed detached garage with home office over fails to meet any of the exceptions under paragraph 149 of the National Planning Policy Framework (NPPF). Therefore the proposal is considered inappropriate development within the Oxford Green Belt and by definition harmful. The development would be contrary to policies H20 and STRAT6 of the South Oxfordshire Local Plan 2023.
