The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, SMBI SKS01, 20 SMBI EE02, 312 Rev P1, 20 SMBI PE04 Rev F, 2, 4, 19 SMBI EE01 Rev A, 20 SMBI PE03 Rev H, 1a, 1b, 3, 3b, 301 Rev P1, 302 Rev P1, 19 SMBI SL01, 311 Rev P1, 20 SMBI EE03, 20 SMBI PE05 Rev E, 20 SMBI SP01 and 20 SMBI SP02 Rev D, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

All new windows and doors shall be provided in accordance with a detailed specification of their type, design and external finish that has been first submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to secure the proper planning of the historic environment in accordance with policies STRAT1, HEN1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

The materials and details to be used in the construction and finishes of the works hereby permitted shall be those set out on the approved plans and supporting documents unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development and to secure the proper planning of the historic environment in accordance with policies STRAT1, HEN1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

No development other than the strip out of the existing shell and services, scaffolding, and works to insulate and retile the roof shall take place until a detailed scheme for protecting the flat hereby permitted from the external noise environment of the area and from internal noise arising from general restaurant noise has been submitted to and approved in writing by the Local Planning Authority. The scheme itself shall be designed, specified and constructed so that the sound insulation performance of the structure and the layout of the dwelling is such that the indoor ambient noise levels do not exceed the values detailed in Table 4 of BS 8233:2014 "Indoor ambient noise levels for dwellings". Thereafter the development shall not be carried out other than in accordance with such approved scheme which shall be completed before any part of the accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing. Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) no parts of the roof of the development hereby approved shall be used as a balcony or terrace nor shall any access be formed thereto. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
