The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P23/S2924/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans: Site Location Plan 2304-URB-ZZ-XX-DR-A-208901-P00 Construction Access Proposed OX5025-30PD-001 Rev E Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The temporary access hereby approved shall be formed, laid out and constructed in accordance with the approved plans (OX5025-30PD-001 Rev E, included within the Construction Traffic Management Plan - December 2022, Rev B) and the local highway authority's specifications. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

On the expiration of a period of 5 years from the date that the temporary access is first brought into use, the temporary access shall be permanently stopped up in accordance with the Highway Authority's specifications. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The Construction Traffic Management Plan - December 2022, Rev B shall be implemented in full and maintained throughout the duration of construction works, as required by condition 26 of permission number P19/S4576/O. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles along the adjacent highway and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the construction of the temporary access hereby approved, the extent of the pre-commencement highway condition survey, as identified within the submitted Construction Traffic Management Plan - December 2022 Rev B, shall be agreed and the survey undertaken and submitted to the Local Planning Authority. Thereafter, on the removal of the temporary access, as secured by condition 4 above, all identified damage to the highway will be repaired at the applicant's expense. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
