The proposed dormer would represent a visually incongruous and inappropriate form of development, at odds with the traditional architectural form of the historic terrace. As such, the proposed development would fail to make a positive contribution to the special interest, character or appearance of the Henley - Reading Road Conservation Area and would therefore be contrary to Policies DES1, DES2, H20, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035 and Policies DSQ1 and EN5 of the Joint Henley and Harpsden Neighbourhood Plan 2015 and the National Planning Policy Framework.
