P24/S0820/DISNo development above slab level shall take place in a sub-phase, set out in the agreed Phasing Plan (application P22/S1526/DIS refers), until a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted in that sub-phase has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Notwithstanding the submitted information, details to discharge condition 26 of application P22/S2257/FUL shall be submitted to, and approved in writing by, the Local Planning Authority, prior to commencement of development above slab level in the relevant sub-phase as set out in the agreed Phasing Plan (application P22/S1526/DIS refers). These details shall include
i) updated Landscape General Arrangement Plan including the location of play equipment
ii) sections through SUDS features and levels details
iii) detailed planting plans
iv) landscape plans overlaid with services and utilities plan
v) plans showing public and private land ownership
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
If solar panels are to be installed on the dwellings hereby permitted, details of solar panels and the plots on which they are to be located shall be submitted to, and approved in writing by, the Local Planning Authority prior to the installation of the solar panels. The development shall be carried out in accordance with the approved details.
Reason: To help to assimilate the development into its surroundings and to provide renewable energy resources in accordance with Policies ENV1, DES1, DES2 , DES8 and DES9 of the South Oxfordshire Local Plan 2035.
Notwithstanding details relating to cycle parking on plan Car and Cycle Parking Plan 0352-BOY02-XX-XX-DR-A-880-006.P08, details of cycle parking facilities shall be submitted to, and agreed in writing by, the Local Planning Authority, for all residential properties and throughout the development to serve open spaces, play areas, allotments and bus stops. The cycle facilities as approved shall be provided before first use of the facility or occupation of the residential property the cycle facility is to serve.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Notwithstanding approved plan Boundary Treatment Plan 0352-BOY02-XX-XX-DR-A-880-007.P09, between plots 63 and 75 shall be 1.8m high brick screen wall, not a 1.8m high timber closeboard fence as shown.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of works to construct the pumping station, detailed drawings of the proposed pumping station shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the works shall be carried out in accordance with the approved plans.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to 75% of occupations in phase 2 of the development, a SUDS Compliance report prepared by an appropriately qualified Engineer must be submitted to and approved by the Local Planning Authority. This must suitably demonstrate that the sustainable drainage system has been installed and completed in accordance with the approved scheme (or detail any minor variations). This report should as a minimum cover the following:
1) Inclusion of as-built drawings,
2) Inspection details of key SUDS features such as flow controls, storage features and volumes and critical linking features or pipework undertaken, with appropriate photographs and evidence of inspections incorporated,
3) Details of any remediation works required following the initial inspection,
4) Evidence that that remedial works have been completed,
5) Confirm details of any management company set up to maintain the system.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
