Conditions / Refusal Reasons
Condition 1 required development to commence within 3 years of the date of the original permission. Development has commenced and this condition is no longer necessary, it is included to preserve the original numbering for other conditions. Related application(s): P22/S4074/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, C225.12, C225.11, C225.02A and C225.01A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

All windows and external doors to be provided in accordance with the details approved under P21/S4805/DIS. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1, DES2 and ENV8 of the South Oxfordshire Local Plan 2035.

That, prior to the first use of the extended opening hours, the parking and turning areas shall be provided in accordance with the approved plan C225.12 on the original permission and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The foul water drainage scheme to be implemented in accordance with the details agreed under P21/S4805/DIS. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

The hours of operation shall be restricted to 08:00-17:00 Monday to Wednesday, 08:00-23:00 on Thursday to Saturday and 08:00-22:00 on Sundays. Reason: To ensure that the use is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

Prior to the first use of the extended opening hours a scheme for external lighting covering the parking area and entrances/exits to the cafe shall be installed on the site in accordance with details, which have first been submitted to and approved in writing by the Local Planning Authority. The submitted details shall include location of the all external lights and product specification. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies DES6, ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035 and to create a safe, inclusive and accessible environment in accordance paragraphs 92(b) and 130(f) of the National Planning Policy Framework 2021
