Description
Redevelopment of surplus playing fields including demolition of former kindergarten building and multi-use games area and erection of 50 dwellings (including 40% affordable housing) together with associated access, parking, drainage and landscaping. (As amplified by additional information received 05 June 2023 and amended by amended plans and additional information received 30 June 2023)
Conditions / Refusal Reasons
The development would result in the loss of a significant area of playing field land, which is not considered to be surplus, and no mitigation is proposed for the loss of playing field. The development would harm the delivery of sport and is contrary to policy CF4 of the South Oxfordshire Local Plan 2035 and paragraph 99 of the NPPF.
The application contains insufficient information to demonstrate that the development would encourage and facilitate a shift to sustainable modes of travel; that the development would make acceptable provision for all users, including pedestrians, cyclists, and those with impaired mobility; that a safe means of access would be provided to serve the site; and that the development would not result in unacceptable impacts on the wider highway. In the absence of the further submissions to address these matters, the application is unacceptable in highway terms, and would be contrary to policies TRANS2 and TRANS5 of the South Oxfordshire Local Plan 2035.
In the absence infiltration testing to underpin the proposed drainage strategy, and details of arrangements for the disposal of surface water that does not rely on discharging to the foul network, the application contains insufficient information to demonstrate that a suitable drainage strategy would be feasible and that the development would not have an unacceptable impact on flood risk, and risk of pollution, contrary to policies EP4 and ENV12 of the South Oxfordshire Local Plan 2035.
In the absence of SAP calculations for the proposed dwellings it has not been demonstrated that the development would achieve the required reduction in carbon emissions, and the development would not comply with policy DES10 of the South Oxfordshire Local Plan 2035.
In the absence of a completed S106 legal agreement, the proposal fails to secure affordable housing to meet the needs of the District. As such, the development would be contrary to the National Planning Policy Framework and policies H9 and H11 of the South Oxfordshire Local Plan 2035.
