That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL 02 and PL-01, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, ENV6, ENV7, DES1, and DES2 of the South Oxfordshire Local Plan 2035 Policy EP1 of the Ewelme Neighbourhood Plan..

Construction on the dwelling hereby approved shall not continue above finished floor (slab) level until full details of the external materials and finishes to be used in the construction of the development have been submitted to and approved in writing by the local planning authority. As a minimum, the written details shall include a photographic example of each material and/or finish, the material name and manufacturer/supplier name. Thereafter the development shall be completed in accordance with the approved details. Reason: To ensure the development is compatible with the semi-rural character of the area, to preserve the special character of the conservation area and protect settings of the nearby grade II listed buildings in accordance with Policies DES1, DES2, ENV1, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035 and Policies EP7 and EP9 of the Ewelme Neighbourhood Plan..

Prior to the first occupation of the development, the existing means of access onto Parsons Lane/Chaucer Court, shall be improved and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035 Policy EP7 of the Ewelme Neighbourhood Plan..

The dwelling hereby approved shall not be occupied or brought into use until the hard-surfaced areas for the parking and turning of vehicles have been constructed and laid out in full in accordance with approved plan no. PL-02 (Proposed Site Plan & Site Section) and a written schedule of surface materials (to include drainage details and/or the level of permeability/porousness) that shall first be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be retained in accordance with the approved details. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035 and Policy EP7 of the Ewelme Neighbourhood Plan.

The dwellings hereby approved shall not be occupied or brought into use until a scheme for the planting of trees and shrubs within the site has been carried out in full in accordance with written details that shall first be submitted to and approved in writing by the Local Planning Authority. As a minimum, the written details shall include: - Details of the species, locations and numbers of all trees, shrubs and hedges to be planted; - written planting and maintenance specifications; - Plan showing all trees/hedges to be retained; - Plan showing all trees/hedges to be removed. In the event of any of the trees, shrubs or hedges planted as part of the approved scheme dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree, shrub or hedge of equivalent number and species, or of a species and number as first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, ENV6, ENV7 and DES1 and DES2 of the South Oxfordshire Local Plan 2035 and EP1 of the Ewelme Neighbourhood Plan.

The dwelling hereby approved shall not be occupied or brought into use until the 1.2 metre high post and rail fence has been erected and a native-mix hedge planted along the north-western site boundary in the location shown on approved plan no. PL-02 (Proposed Site Plan & Site Section). Thereafter the fence shall be retained at a height of 1.2 metres with the hedge maintained to not exceed a height of 2 metres from the adjacent land level. Reason: In the interests of serving the settings of the rural village and conservation area and to ensure future occupiers of the site have sufficient privacy in accordance with Policies ENV1, ENV6, ENV7, DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035 and Policies EP1 and EP8 of the Ewelme Neighbourhood Plan.

No part of the development hereby approved shall be occupied or brought into use until the new dwelling has been connected to drainage systems for both foul and surface water disposal, the details of which shall first be submitted to and approved in writing by the local planning authority. The details submitted shall demonstrate how the proposed drainage systems will be compliant with sustainable drainage (SuDS) principles. Reason: To prevent pollution and to ensure surface water is managed in accordance with Polices EP4 of the South Oxfordshire Local Plan 2035.

No materials, plant, temporary structures or excavations of any kind should be deposited/ undertaken on or adjacent to the Public Right of Way that may obstruct or dissuade the public from using the public right of way whilst development takes place and no changes to the public right of way direction, width, surface, signing or structures shall be made without prior permission approved by the Countryside Access Team or necessary legal process. Reason: To ensure the public right of way remains available and convenient for public use.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A, B, C, D, E and F of the Order shall not be undertaken without the prior written permission of the Local Planning Authority. Reason: To protect the semi-rural character and appear of the site and landscape setting of the village within the AONB, to preserve the special character of the conservation area and neighbouring residential amenities in accordance with policies Policies DES1, DES2, DES8, ENV1, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent nuisance to adjoining residential occupiers and light pollution within the AONB. Reason: To protect the landscape character of the AONB, the environment, wildlife and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035 and EP1 of the Ewelme Neighbourhood Plan.

The developer shall confirm in writing to the Local Planning Authority the presence of any unsuspected contamination encountered during the development. In the event of any contamination to the land and/or water being encountered, no development shall continue until a programme of investigation and/or remedial works to include methods of monitoring and certification of such works undertaken has been submitted to and approved in writing by the local planning authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.
