The application site is not allocated for development in the South Oxfordshire Local Plan 2035. It lies outside the built up settlement of Britwell Salome and is not infill development. As such the development is contrary to the NPPF and policies STRAT1, H1 and H16 of the South Oxfordshire Local Plan 2035.
Britwell Salome only has limited services and facilities with few day-to-day services within walking distance. In the absence of good public transport options, or safe cycling or pedestrian routes to the nearest essential services located elsewhere, the proposed development is unsustainable and contrary to policy TRANS5 of the South Oxfordshire Local Plan 2035. The development therefore conflicts with the Council's spatial strategy and would not contribute towards achieving sustainable patterns of development, contrary to the NPPF.
The market housing mix provides an imbalance of housing sizes, providing too many larger homes and insufficient smaller dwellings which will not assist in meeting the housing needs of the District. The proposal is therefore contrary to policy H11 of the South Oxfordshire Local Plan 2035.
In the absence of a detailed soil assessment for the site, there is insufficient information to assess the impact of the loss of Grade 3 agricultural land. The development is therefore contrary to policy DES7 of the South Oxfordshire Local Plan 2035.
In the absence of a completed Section 106 legal agreement, the proposal fails to secure affordable housing and infrastructure to meet the needs of the development. As such, the development would be contrary to policies INF1, H9 and H11 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
