The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

P22/S3097/DISPrior to the commencement of development, a full surface water drainage scheme in accordance with the surface water drainage hierarchy as set out in Part H of the Building Regulations, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC and shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

P22/S3097/DISPrior to the commencement of the development hereby approved, a biodiversity mitigation and enhancement strategy (BMES) shall be submitted to and approved in writing by the local planning authority. The BMES shall describe the working methods, measures and precautions to be followed on site during the site clearance and construction phases of development, in addition providing details (specification, position, height, orientation, etc.) of a minimum of one bat box and one bird box to be erected on site. Thereafter, the development shall be implemented in accordance with the approved BMES and all biodiversity enhancement features shall be delivered as approved prior to first use.
Reason: To minimise the ecological impacts of development and secure biodiversity enhancements on site, in accordance with Policies ENV2 and ENV3 of the SOLP and paragraphs 174 and 180 of the NPPF.
No development above slab level shall take place until a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The use of the building hereby permitted shall be limited solely to agricultural purposes in connection with the agricultural use of the land as shown on the plans accompanying the application and that if within 10 years of the substantial completion of the building, the use of the building for agricultural purposes permanently ceases and within a further 3 years, planning permission has not been granted for alternative use and there is no outstanding appeal, the building shall be dismantled, the materials removed form the land and the land restored to its former condition before development took place or such a condition that shall otherwise be agreed in writing by the local planning authority.
Reason: To restrict the use of the building to one compatible with the surrounding rural area in accordance with Policy ENV1 of the South Oxfordshire South Oxfordshire Local Plan 2035 and Policy BCS6 of the Brightell cum Sotwell Neighbourhood Plan.
No external lighting shall be provided on the eastern elevation of the building hereby approved.
Reason: To protect the environment and wildlife, in accordance with Policies ENV2 and ENV3 of the SOLP and paragraphs 174 and 180 of the NPPF.
