The introduction of an additional dwelling in the proposed location would represent an overdevelopment of the site, resulting in a more cramped and contrived layout at odds with the wider grain of development within the locality. The proposal would erode the design quality of the approved scheme and it would cause material harm to the character of the area. As such, the proposal is contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policy D1 of the Sonning Common Neighbourhood Plan, advice within the Joint South Oxfordshire and Vale of White Horse District Council Design Guide 2022 and Paragraphs 134 - 135 of the National Planning Policy Framework.
Having regard to the inadequate size and impractical location of the proposed communal garden area, the proposal would fail to provide a satisfactory standard of amenity for the occupiers of the new development. As such, the proposal is contrary to Policy DES1 and DES5 of the South Oxfordshire Local Plan 2035 and advice contained within Section 4 of the Joint South Oxfordshire and Vale of White Horse District Council Design Guide 2022. The benefits of granting permission would not outweigh the harm identified by the Council.
