The reserved matters have been approved.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, HGBR.P02B, HGBR.P03B, HGBR.P01A and HGBR.P04, and 130-1a and 130-2 (landscaping plans from P13/S2431/RM) except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The plans submitted show the slab levels and ridge heights and further details in this respect are no longer required. Condition 3 of the original permission P12/S1299/O has been addressed.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the materials schedule hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The windows and doors to be used in the construction shall be as specified on the materials schedule hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no windows, doors or other openings other than those shown on the approved plans shall be inserted in the side elevations of the terrace facing Hagbourne Road or at first floor level in the rear elevation of the terrace facing Broadway. Reason: To safeguard the amenities of adjoining occupiers in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

The refuse and recycling storage shall be implemented in accordance with the approved details shown on drawing no. HGBR.P01A and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy DES1 and DES7 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the flats and dwellings hereby permitted the proposed means of access onto Hagbourne Road is to be formed and laid out to the approval of the Local Planning Authority, constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the flats and dwellings, vision splays measuring 2.4 metres by 43.0 metres shall be provided to each side of the access. Reason: In the interest of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the flats and dwellings, the turning area and car parking spaces shall be provided as shown on the submitted drawings so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Construction traffic shall be managed in accordance with the Construction Traffic Management Plan (CTMP) submitted and approved under application ref P13/S2430/DIS subject to the following additional requirements; 1. Local residents to be kept informed of significant deliveries and liaised with through the project. Contact details for person to whom issues should be raised with in first instance to be provided and a record kept of these and subsequent resolution. 2. Construction traffic and delivery vehicles, which must be outside network peak and school peak hours. In this location deliveries to occur between 9.30am - 4.30pm. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Condition 13 on the original outline application has been superseded by condition 17 on this permission.

For the contamination of the site, the development shall be managed in accordance with the details contained in the Glanville Phase One Geo-Environmental Appraisal Report for Land at Hagbourne Road Didcot Issue 2 dated 17 July 2013 reference CV8121160/JR/LR/010 submitted and approved under application ref P13/S2430/DIS. If contamination is found during the course of development that was not previously identified, the development must be halted on that part of the site to the extent specified by the LPA and until the LPA are satisfied that all necessary phases above have been undertaken. Reason: To ensure that risks from land contamination to future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with policy ENV11 of the South Oxfordshire Local Plan 2035.

No dwelling or flat shall be occupied until the surface water drainage scheme set out in the Surface Water Drainage Strategy report (Issue 4) prepared by Glanville dated 1 October 2013, submitted and approved under application ref P13/S2430/DIS has been implemented in accordance with the approved details. The scheme shall ensure that no surface water is discharged to the adjoining highway. Reason: To prevent pollution and flooding and in the interests of highway safety in accordance with policies EP4 and INF4 of the South Oxfordshire Local Plan 2035.

The covered cycle parking facilities for each unit shown on drawing no. HGBR.P01A shall be provided prior to the occupation of the relevant dwelling or flat. Thereafter, the cycle parking shall be retained as approved. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The landscaping scheme as shown on the approved plans 130-1a and 130-2 (landscaping plans from P13/S2431/RM) shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
