The design, scale and position of the proposed rear dormer window means the proposal would form a prominent feature when viewed from the public vantage point. Rear dormers are uncharacteristic of the existing property and properties of a similar type and design in the immediate surrounding area. The proposed dormer would represent a visually incongruous and inappropriate form of development, at odds with the traditional architectural form of the historic dwelling. As such, the proposed development would fail to preserve the special interest, character or appearance of the Henley - St Marks Road Conservation Area and is therefore, contrary to Policies DES1, DES2, H20, HEN1, ENV6 and ENV8 the South Oxfordshire Local Plan, Policies DSQ1 and EN5 of the Joint Henley and Harpsden Neighbourhood Plan 2015 and the National Planning Policy Framework.
