The application site does not constitute infill development and as such the principle of the development is not acceptable as the development is contrary to Policy H16 of the adopted South Oxfordshire Local Plan (2035) and TET1 of the adopted Tetsworth Neighbourhood Plan (2021).
The proposed development, by reason of its siting, scale and design, would be at odds with the grain of built form experienced locally and would result in a cramped form of development. The development would not respond well to the character and appearance of the local area and as such would be contrary to Policy DES1, DES2 and DES5 of the adopted South Oxfordshire Local Plan (2035), Policies TET1 and TET2 of the adopted Tetsworth Neighbourhood Plan (2021) the design principles within the Joint South Oxfordshire and Vale of White Horse Design Guide, and the National Planning Policy Framework.
The proposed development, by reason of its siting, scale and design, would result in a built form that would be overbearing upon the shared boundary to no. 28 Marsh End and would result in windows that would overlook the garden areas of both no. 28 and 30 Marsh End. This would result in significant adverse harm to the amenity of these neighbours contrary to Policy DES6 of the adopted South Oxfordshire Local Plan (2035).
