The proposed dwelling would extend 6.7 metres beyond the rear building line of 17 Elton Crescent, the dwelling to the south-east. The proposed dwelling would therefore create an overbearing impact towards the occupants of no. 17 and create a loss in daylight to the occupants garden amenity space and kitchen window. The development is therefore contrary to Policy DES6 of the South Oxfordshire Local Plan 2035.
The size, scale and appearance of the detached dwelling would be out of keeping with the character of the existing street scene which consists of terraced and semi-detached properties. The proposed dwelling would represent overdevelopment which would be detrimental to the visual amenity of the street scene. The development is therefore contrary to policies DES1, and DES2 of the South Oxfordshire Local Plan 2035, and Policy H1 of the Wheatley Neighbourhood Plan.
