Conditions / Refusal Reasons
The development would harm the safety and convenience of users of the public highway due to the gradient of neighbouring land which would make visibility at the site onto the highway impractical. The proposed visibility splays are proposed to cross third party land which is at a higher level and outside of the applicant's control/ownership and therefore cannot be maintained. Furthermore, the proposed on-site turning area would be constrained and impractical. Vehicles would likely egress the site in a reverse manoeuvre due to the proposed tandem parking arrangement which would further limit visibility in either direction and increase the risk to highway safety and to other users of the highway within the vicinity. The development is therefore contrary to policy TRANS5 of the NPPF and paragraphs 110, 111 and 112 of the NPPF.
