Conditions / Refusal Reasons
The proposed development, due to its siting, design, height, scale and massing, would fail to respect the character and appearance of the surrounding built form and would fail to preserve this part of the Thame Conservation Area. As such the proposal would be contrary to Policies DES1, DES2, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035, Policies H6, ESDQ16, and ESQD20 of the Thame Neighbourhood Plan, and the National Planning Policy Framework.

The proposed development, due to its siting, design, height, scale and massing, would have an oppressive and dominant impact on the rear gardens and rear elevations of the adjoining residential properties to the south. The development would result in an unacceptable loss of amenity for the occupiers of these existing neighbouring dwellings due to loss of outlook and privacy. As such the proposal is contrary to Policy DES6 of the South Oxfordshire Local Plan 2035.

The development has not demonstrated how the development will achieve at least a 40% reduction in carbon emissions compared with a code 2013 Building Regulations compliant base case. As such, the development does not comply with the requirements of Policy DES10 of the South Oxfordshire Local Plan 2035.
