That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the construction of any approved development above foundation level. The scheme shall be implemented within the first planting season of the first use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings and avoid harm to the landscape in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity) and ENV11 (Pollution) of the South Oxfordshire Local Plan 2035. Any external lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby approved. No illumination of the adjacent SSSI/ancient woodland edge would be permitted. Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity), ENV11 (Pollution) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

Prior to the commencement of the development, including any demolition or vegetation clearance, a construction environmental management plan for Biodiversity (CEMP: Biodiversity) shall be submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following: a) Update ecological surveys for relevant habitats and species, if required. Update surveys shall follow national good practice guidelines. b) Risk assessment of potentially damaging construction activities on ecological receptors. c) Identification of biodiversity protection zones. d) Practical measures (both physical measures and sensitive working practices) to avoid, reduce or mitigate the impacts on important sites, habitats and protected species during construction (e.g. dust mitigation, construction storage). e) The location and timing of sensitive works to avoid harm to biodiversity features. f) The times during construction when specialist ecologists need to be present on site to oversee works. g) Responsible persons and lines of communication. h) Use of protective fences, exclusion barriers and warning signs. The approved CEMP (Biodiversity) shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: To ensure that the approved development does not have an adverse impact on the special interest of nearby Lambridge Wood Site of Special Scientific Interest and designated Ancient Woodland, in accordance with Policies STRAT1 (Overall Strategy), ENV1 (Landscape and Countryside), ENV2 (Biodiversity), ENV3 (Biodiversity) and ENV11 (Pollution) and TRANS5 (Consideration of Development Proposals) of the South Oxfordshire Local Plan 2035.

Prior to the commencement of the development a phased risk assessment shall be carried out by a competent person in accordance with current government and Environment Agency Guidance and Approved Codes of Practice such as Land Contamination: Risk Management 2020 and BS10175:2011 +A2:2017 'Investigation of potentially contaminated sites'. Each phase shall be submitted to and approved in writing by the Local Planning Authority. Phase 1 shall incorporate a desk study and site walk over to identify all potential contaminative uses on site, and to inform the conceptual site model. If potential contamination is identified in Phase 1 then a Phase 2 investigation shall be undertaken. Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and if significant contamination is identified to inform the remediation strategy. Phase 3 requires that a remediation strategy be submitted to and approved by the LPA to ensure the site will be rendered suitable for its proposed use. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

The development shall not be occupied until any previously approved remediation strategy has been carried out in full and a validation report confirming completion of these works has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development) of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, coupled with PPG measures shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policies ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development), ENV12 (Pollution - Impact of Development on Human Health, environment or local amenity), INF4 (Water Resources) and EP4 (Flood Risk).

Prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with Policies ENV11 (Pollution - Impact from Existing and/or Previous Land Uses on New Development), ENV12 (Pollution - Impact of Development on Human Health, environment or local amenity), INF4 (Water Resources) and EP4 (Flood Risk) of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be constructed in accordance with the approved Energy Statement documents as follows: Grange Farm (Offices) BREEAM Energy Assessment dated December 2021 and Grange Farm Energy Strategy (Offices) Energy Strategy (P1710-ENE-P21-S0361-FUL--ENE- R01) dated December 2021 prepared by Quinn Ross Energy. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
