The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, - block and location plan - A-001 REV C - Landscape proposals - A-003 REV C - proposed floor plans - A-101 REV C - proposed floor plans - areas - A-102 REV B - proposed elevations - A-201 REV A - proposed elevations - A-202 REV A except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P22/S2389/DIS

The occupation of the rural workers dwelling hereby permitted shall be limited to an agricultural worker who is solely or is mainly employed in the business occupying the plot edged red and blue on the approved plan A-001 REV C including the agricultural workers dependants. Reason: The site lies in an area where new development is strictly controlled, and the proposed dwelling has only been justified on the grounds of agricultural need in accordance with policy H19 of the South Oxfordshire Local Plan 2035. No development shall commence until a scheme for the landscaping of the site, including the planting of live trees and shrubs has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event any of the trees or shrubs planted die, or are seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035. Related application(s): P22/S2389/DIS

No development shall commence until details of all boundary walls, fences and any other means of enclosure have been submitted to and approved in writing by the Local Planning Authority. All such approved means of enclosure shall be erected prior to the first occupation of the development. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035. Related application(s): P22/S2389/DIS

No development shall commence until a full surface water drainage scheme, including details of the size, position and construction of drainage works has been submitted to and approved by the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 100 year storm + 40% CC and will be implemented in accordance with the approved details. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

No development shall commence until a foul water drainage scheme has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, including calculations to evidence this. Reason: To ensure the proper provision of foul water drainage and to ensure flooding is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

Prior to first occupation, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement and SAP calculations (produced by SAPs UK dated 1 June 2021) hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan no. A-001 REV C and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

The dwelling shall not be occupied until an Electric Vehicle Charging Point has been installed. Reason: To ensure sustainable forms of transport are provided in accordance with Policy DES8 of the South Oxfordshire Local Plan 2035.

The dwelling shall not be occupied until details of management, maintenance and upkeep of the landscaping has been submitted to and approved by the Local Planning Authority. Reason: To clarify and ensure the maintenance and upkeep of the landscaping in accordance with policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

External lighting will only be permitted in accordance with a lighting scheme to be submitted to and approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent light spillage. Reason: To protect the appearance of the surrounding rural area, the environment and wildlife from light pollution in accordance with policy ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall only be constructed in the materials specified on the plan hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The temporary agricultural workers log cabin approved via planning application P19/S3371/FUL shall not be constructed on commencement of the permanent rural workers dwelling hereby permitted. In the instance that development has commenced on the temporary agricultural workers log cabin on or before the permanent rural workers dwelling this development will no longer be permitted. Reason: The site lies in an area where new development is strictly controlled, and the proposed dwelling has only been justified on the grounds of agricultural need in accordance with policy H19 of the South Oxfordshire Local Plan 2035.
