The development to which this permission relates must be begun not later than 26 March 2023. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P22/S0880/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, P21-02-S-110, P21-02-S-120, P21-02-100, P21-02-S-101, 027-S73-201 Rev A and TPP 001 Rev C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P22/S0880/DIS

The development hereby approved, shall be carried out in the external construction and finishes detailed in the External Materials Schedule as agreed and discharged under application reference number P21/S0590/DIS. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The buildings shall not be occupied until a means of access for vehicles onto A4155 Reading Road is formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. The access shall be retained thereafter. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

No shrubs, trees or other vegetation shall be allowed to grow above 0.9 metres in height within the sight lines for the access as specified by the local highway authority as referred to in condition 4. Reason: In the interest of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The buildings shall not be occupied until the parking and turning areas shown on drawing no. P21-02-S-101 have been constructed, drained and surfaced to be compliant with sustainable drainage (SuDS) principles, and shall thereafter be kept available at all times for the parking of vehicles. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The garages hereby permitted shall always be kept available for the parking of motor vehicles by the occupants of the dwellings and their visitors and for no other purpose. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The approved Construction Traffic Management Plan (CTMP) as shown detailed on plan number P21-02-S-901 and approved under application reference number P21/S0590/DIS shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The footpath along the A4155 shall be carried out in accordance wit the specifications as shown on drawing number P21-02-S-902 as approved in application reference number P21/S0590/DIS and covering letter from Highway Planning Ltd (dated 4th February 2021) subject to a relevant Section 106 and Section 278 agreement with Oxfordshire County Council.

The landscaping scheme as shown on the approved plan 027-S73-201 Rev A shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection details as shown on the approved plan TPP 001 Rev C and Arboricultural Method Statement prepared by GHA tress arboricultural Consultancy dated 25 January 2021 approved under application P21/S0590/DIS shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

No building hereby permitted shall be occupied until surface water drainage works shall have been implemented in accordance with details that shall first have been submitted to and approved in writing by the local planning authority. Before any details are submitted to the local planning authority an assessment shall be carried out of the potential for disposing of surface water by means of a sustainable drainage system, having regard to Defra's non-statutory technical standards for sustainable drainage systems (or any subsequent version), and the results of the assessment shall have been provided to the local planning authority. Where a sustainable drainage scheme is to be provided, the submitted details shall: i) provide information about the design storm period and intensity, the method employed to delay and control the surface water discharged from the site and the measures taken to prevent pollution of the receiving groundwater and/or surface waters; ii) include a timetable for its implementation; and, iii) provide, a management and maintenance plan for the lifetime of the development which shall include the arrangements for adoption by any public authority or statutory undertaker and any other arrangements to secure the operation of the scheme throughout its lifetime. Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.

No building hereby permitted shall be occupied until a full foul water drainage scheme has been submitted to and approved in writing by the local planning authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out in accordance with the Written Scheme of Investigation (WSI) prepared by Thames Valley Archaeological Services Ltd date 15 February 2021 agreed under application number P21/S0590/DIS. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 of the of the South Oxfordshire Local Plan 2035.

Following the approval of the Written Scheme of Investigation dated 15th February 2021 (ref: 20e103wb) by Thames Valley Archaeological Services, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy ENV9 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the recommendations of the Biodiversity Mitigation and Enhancement Strategy (BNES) Revision A (report ref. 21354 dated March 2021) prepared by AAE Ltd submitted within the application reference number P21/S0590/DIS in all respects. All ecological mitigation and enhancement features shall be delivered on site prior to first use and retained as such thereafter. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To ensure that there is no net loss of biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 20351.
