The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Within the smaller villages planning permission will only be granted for new housing on infill or redevelopment sites within the existing built up limits. Whilst the site is within the parish of North Moreton (a smaller village), it is on the edge of the built up limits of the village. In this case the site is not an infill or a redevelopment site. The development would extend the village into the countryside and result in the loss of 'Very Good Quality' agricultural land which has not been adequately justified. As such, the proposal is unacceptable in principle contrary to Policies STRAT1, DES7, H1, H8 and H16 of the South Oxfordshire Local Plan 2035.

The development proposed would constitute an extension of the village into the open countryside representing an intensification of use, both in terms of height and density, which would adversely affect the rural landscape character and the setting of this part of North Moreton which lies within the North Wessex Downs Area of Outstanding Natural Beauty (AONB). The NPPF makes it clear that development in these areas should be limited and sensitively designed and should demonstrate conservation or enhancement of the AONB. The provision of four new dwellings on the site would not conserve or enhance the character of the area but would add visual intrusion detracting from the rural character of the area. In addition, there would be new domestic paraphernalia and lighting associated with the dwellings which would further add to clutter and visual intrusion. The proposal conflicts with Policies ENV1 and ENV12 (by introducing light pollution) of the adopted South Oxfordshire Local Plan 2035 and the proposal conflicts with advice in Part 15 of the NPPF

The development fails to provide financial contributions to affordable housing and is contrary to Policy H9 of the adopted South Oxfordshire Local Plam 2035.
