COMMENCEMENT CONDITION, DEVELOPMENT HAS COMMENCED. CONDITION REMOVED

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 644-P08 rev b, 644-P09 rev b, 644-P22, 644-P01 rev b, 644-P10, 644-P11, 644-P12, 644-P13, 644-P14, 644-P06, 644-33 Rev D, 644-34 Rev C, 644 -30 Rev D, 644-31 Rev E and 644-P07 Rev N, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The materials to be used in the external construction and finishes of the development hereby permitted shall be those approved under application P13/S1652/DIS unless otherwise approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy DES1 of the adopted South Oxfordshire Local Plan 2035.

The kitchen extraction system shall be as detailed in the Hawkins Environmental, Noise Report dated 31 May 2011 approved under application P13/S1652/DIS. This report confirms that the limits proposed to achieve 13.7dBA below background noise level are a maximum of 86.6dBA sound power level for any combination of kitchen extraction equipment. The internal sound levels for the function room should not exceed 103.7dBA. Thereafter, the development shall not be carried out other than in accordance with the approved details. Reason: To protect the occupants of nearby residential properties/Businesses from noise and odour disturbance during the development of the site in accordance with Policy DES6 of the adopted South Oxfordshire Local Plan 2035.

The surface water drainage works shown of drawing no T3P-01_P2 approved under application P13/S1652/DIS shall be implemented prior to the first use of the approved development. Reason: To prevent pollution and flooding in accordance with Policy INF4 of the adopted South Oxfordshire Local Plan 2035.

The more easterly of the vehicular accesses onto the A40 has been closed as required by the original condition. Hereafter, the closed access shall not be used by any vehicular traffic whatsoever. Reason: In the interest of highway safety and in accordance with Policy TRANS5 of the adopted South Oxfordshire Local Plan 2035.

CONDITION TO REQUIRE BUILDINGS TO BE DEMOLISHED HAS BEEN REMOVED AS NO LONGER NECESSARY

THIS HAS BEEN RE_WORDED. Prior to the first use of the Cartshed the turning area and car parking spaces shall be provided in accordance with the details shown on drawing no 644-07 rev N. The turning area and parking spaces shall be constructed, laid out, surfaced, drained to OCC specifications. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy TRANS5 of the adopted South Oxfordshire Local Plan 2035.

CONDITION TO REQUIRE A TRAVEL PAN HAS BEEN REMOVED AS NOT REASONABLE GIVEN LACK OF ANY PUBLIC TRANSPORT

A Construction Traffic Management Plan (CTMP) for the first phase of groundworks involving laying drainage and services trenches has been agreed and the approved CTMP shall be implemented prior to any works being carried out on site for the first phase. Prior to the construction of any later phase, a Construction Traffic Management Plan (CTMP) for that phase will be required to be submitted for approval and the approved CTMP shall be implemented prior to any works being carried out on site. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the adopted South Oxfordshire Local Plan 2035.

In connection with the implementation of this permission no construction works shall take place outside the hours of 07:30 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays. Works shall not take place at all on Sundays or Public or Bank Holidays without the prior written approval of the Local Planning Authority. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policy DES6 of the adopted South Oxfordshire Local Plan 2035.

Upon completion of the development, any external lighting shall be designed and installed so the main beam angle is not directed towards any potential observer and is not at an angle greater than 70 degrees from the vertical. (In accordance with the Institution of Lighting Engineers Guidance Notes for the Reduction of Obtrusive Light GN01). Reason: to protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies DES1, ENV3 and DES6 of the adopted South Oxfordshire Local Plan 2035.

That, there shall be no sale of goods, architectural salvage, plant or machinery stored on the area identified as the paddock on drawing no. 644-07 rev N accompanying the application. Reason: To stop encroachment into the surrounding countryside in accordance with Policy DES2 of the adopted South Oxfordshire Local Plan 2035.

That the development shall be constructed so as to achieve a BREEAM excellant rating as detailed in the BREEAM pre-assessment accompanying the application. Reason: To ensure high standards in the conservation and and efficient use of energy in accordance with Policy DES10 of the adopted South Oxfordshire Local Plan 2035.

The works shall thereafter be implemented as agreed in the method statement prepared by 4 Acre Ecology and approved under application P13/S1652/DIS. Reason: To protect the important species (Great Crested Newts) on the site in accordance with Policy ENV2 of the adopted South Oxfordshire Local Plan 2035.
