The erection of housing in this location will result in the loss of an established, prominent open space of public value which would be detrimental to visual amenity, fail to reinforce local distinctiveness and significantly harm the character and appearance of the area and the street scene contrary to policies STRAT3, H1, DES1 and DES2 of the adopted South Oxfordshire Local Plan 2035.

That, the siting of up to 4 dwellings in this location would involve the removal of trees on the site that contribute to the landscape character of the area. The removal of trees would have a detrimental impact on the amenity value of the site and it is unlikely that tree planting could be achieved on the site to mitigate the loss of trees shown to be removed. As such,  the proposal is contrary to Policy H1, ENV1, ENV5, DES1 and DES2 of the adopted South Oxfordshire Local Plan 2035 and guidance in the South Oxfordshire Design Guide Technical Documents SPD 2016 to integrate and plan the use of space for trees so that they can grow to maturity and BS 5837:2012.

That, having regard to the proximity of the site with the protected Field Maple to the north west of the site, the provision of up to 4 dwellings on the site is likely to harm this important landscape feature contrary to Policies ENV1, ENV5, DES1 and DES2 of the adopted South Oxfordshire Local Plan 2035.
