Insufficient information has been submitted to justify the impact of the proposed development on flooding. Without evidence to the contrary and having regards to the proposed outdoor kitchen and decking being located within fluvial flood zones 2 and 3 there would be a reduction in flood plain volume due to the proposals. The development therefore fails to accord with policy EP4 of the South Oxfordshire Local Plan 2035 and paragraphs 159, 165 and 173 of the NPPF which seeks to minimise the risk and impact of flooding, directing new development to areas with the lowest probability of flooding and provide compensation for the loss of flood plain volume.
