That the development hereby approved shall be carried out in accordance with the details shown on the following approved plan: - S278 Highway Works Overall General Arrangement 8190644-6500 Rev A7 Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the External Materials Schedule Rev D dated 25 March 2021 as required under condition 3 of P19/S3346/RM and approved under P21/S0268/DIS . Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall comprise no more than 36 dwellings. Reason: To ensure proper planning of the area and efficient use of the site in accordance with policies STRAT1 and STRAT5 of the South Oxfordshire Local Plan 2035.

The development shall be carried out in accordance with the housing mix as laid out on the following drawings: Tenure Layout Plan 031809-VAN-04 Rev H and Unit Type Layout Plan 031809-VAN-05-G approved under P19/S3346/RM on 14 January 2021. Reason: In accordance with Policy H11 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the refuse and recycling storage details as shown on drawing numbers 031809-B1-P1 Rev B and 031809-van-02 Rev H as required under condition 8 of P19/S3346/RM and approved under P21/S0268/DIS on 20 May 2021. The development shall be implemented prior to the occupation of the development hereby approved and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy EP3 of the South Oxfordshire Local Plan 2035.

No development shall commence on site until visibility splays measuring 2.4m x 90m have been provided to each of the sides of the access onto Didcot Road. The splays shall be designed to ensure that there is no obstruction to vision above 0.9m in height relative to the centre line of the adjacent carriageway over the whole of each visibility splay area. Thereafter, the visibility splays shall be permanently maintained free from obstruction of vision. Reason: In the interests of highway safety in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be carried out in accordance with the Travel Plan and Travel Information Pack dated 11 January 2021 as required under condition 8 of permission P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.

Reason: In the interests of highway safety and convenience in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The final surfacing of the estate roads and footpaths shall be completed prior to the occupation of the 35th dwelling. Reason: In the interests of highway safety in accordance with policy TRANS5 of the South Oxfordshire Local Plan 2035 and to ensure a satisfactory standard of construction and layout for the development, in accordance with the councils adopted design standards.

The development shall be implemented in accordance with drawing number 8190644-1301 Rev P1 detailing the internal footpaths within the application site to provide safe pedestrian access to Didcot Road and the surrounding area, as required under condition 10 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021 and drawing numbers: C_301 - Engineering Construction Details-Sheet 1_C2; C_204 - External Works Layout-Sheet 2_C10 and C_203 - External Works Layout-Sheet 1_C9. The approved details shall be implemented in full before first occupation of any dwelling. Reason: In the interests of highway safety and convenience in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

No surface water from the development shall be discharged onto the adjoining highway. Reason: In the interests of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be carried out in accordance with the following plans required under condition 14 of P19/S3346/RM and approved under P21/S0268/DIS on 20 May 2021: · Play Area Strategy 871-MP-02 Rev C · Landscape Masterplan 871-MP-01 Rev J · Detailed Planting Plan 871-SW-01 Rev E · Detailed Planting Plan-Public Areas 871-SW-02 Rev E The landscaping scheme shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the Landscape Management Plan Rev E dated February 2021 required under condition 15 of P19/S3346/RM and approved under P21/S0268/DIS on 20 May 2021. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with the Arboricultural Method Statement dated August 2020 produced by SJA Trees Arboricultural Planning Consultants as required under condition 13 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. The approved Arboricultural Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with the Construction Environmental Management Plan: Biodiversity dated October 2019 required under condition 14 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the updated Roman Snail Mitigation Strategy (dated 4 September 2020) required under condition 15 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. All ecological mitigation and enhancement features shall be delivered on site prior to first use and retained as such thereafter. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the updated Biodiversity Enhancement Strategy for Bats dated September 2020 required under condition 16 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. Thereafter, the development shall be implemented in accordance with the approved Biodiversity Enhancement Strategy for Bats and all ecological mitigation and enhancement features shall be delivered on site prior to first use and retained as such thereafter. Reason: To ensure that there is no net loss of biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the following plans required under condition 17 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021: · Glanville Consultants e-mail dated 11/11/2020 · Drainage Layout Drawing numbers: C_201 P2 and C_202 P2 · External Works Layout drawing numbers: C_203 P2 and C_204 P2 · SUDS Maintenance Plan · MicroDrainage Calculations and additional site investigation The drainage scheme shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the following plans required under condition 16 of P19/S3346/RM and approved under P21/S0268/DIS on 20 May 2021: · Engineering Layout drawing number: C_201 Rev P1 · Engineering Layout drawing no: C_202 Rev P1 · Utility Connections. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with the measures as set out in GRM Phase II Site Appraisal Report for Didcot Road, Long Wittenham Project (Ref: P8304 dated February 2018) required under condition 18 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy ENV11 of the South Oxfordshire Local Plan 2035.

Demolition or construction works shall take place only between 0730 and 1800 on Mondays to Fridays and 0800 to 1300 on Saturdays and shall not take place at any time on Sundays or on Bank or Public Holidays. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the Construction Management Plan ref: 0048-CMP-001 rev 1 and Construction Method Statement (Rev E) submitted in August 2020 as required under condition 20 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021 and under condition 18 of P19/S3346/RM approved under P21/S0268/DIS on 20 May 2021. The approved plan and statement shall be adhered to throughout the construction period. The development shall not be carried out otherwise than in accordance with the approved construction methods. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the Written Scheme of Investigation dated July 2019 submitted by the RPG Group required under condition 21 of P18/S1964/FUL and approved under P19/S2585/DIS on 10 September 2019. The approved programme of archaeological work shall be carried out in accordance with the approved details. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 South Oxfordshire Local Plan 2035.

Prior to the commencement of the development (other than in accordance with the agreed and submitted Written Scheme of Investigation - RPS Group, Written Scheme of Investigation for an Archaeological Excavation, Land off Didcot Road, Long Wittenham, Oxfordshire - dated July 2019), a programme of archaeological mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason - To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with the NPPF (2021).

The development hereby permitted shall be implemented in accordance with the details as shown in Play Area Strategy Plan ref: 87-MP-02 Rev B required under condition 22 of P18/S1964/FUL and approved under P19/S4307/DIS on 22 January 2021. Reason: To meet the need for children's play space in accordance with Policy INF1 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be carried out in accordance with the broadband connection details approved under P20/S3656/DIS on 7 January 2021. Reason: To ensure appropriate access to electronic communications in accordance with policy INF1 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be carried out in accordance with the Electric Vehicle Charging Points as shown on drawing number 2003/CCP Rev B and thereafter retained as such. Reason: To ensure sustainable forms of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the following sustainable design measures approved under Condition 6 of P19/S3346/RM on 21 September 2021: · Revised Energy Statement Rev B submitted 9 June 2021 · Additional SAP Calculations submitted 16 September 2021 · Additional Post Occupancy Evaluation measures as set out in email from Vanderbilt Homes of 10 August 2021 Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES8 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in accordance with the external lighting details required under Condition 17 of P19/S3346/RM and approved under P21/S3579/DIS on 21 September 2021. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
