Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, Location Plan No. P100; Site Layout Plan No. P101; Section Drawing P102; and Landscape Detail No. P103, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The landscaping scheme as shown on the approved Landscape Detail P103 shall be implemented within the first planting season following the grant of this planning permission and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the landscape planting, replacement planting of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings and protect the amenities of adjoining residential properties and compensate for the net loss of biodiversity resulting from the removal of a length of hedge to facilitate the development in accordance with Policies ENV1, ENV2, ENV3, ENV12, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Within 3 months of the grant of this planning permission a specific biodiversity mitigation and enhancement strategy (BMES), shall be submitted, and approved by the Local Planning Authority. The BMES shall achieve a biodiversity offsetting equivalent to 0.87 habitat units minimum, in accordance with the recommendations of Preliminary Ecological Appraisal (PEA) submitted with the application. This is in order to offset the net loss of area habitat only and is therefore exclusive of proposed hedgerow plantings. Thereafter, the scheme shall be implemented in accordance with the approved BMES and all ecological mitigation and enhancement features shall be delivered on site within the first planting season following the grant of this planning permission and retained as such thereafter.
Reason: To ensure that there is no net loss of biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
All works to complete the development hereby permitted shall be implemented in accordance with the recommendations of the Preliminary Ecological Appraisal (PEA) submitted with the application in all respects.
Reason: To protect the important species on the site, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.
